With shadowed you really see the difference but with muffled not so much, I think that might be because of the sneak perk that says you don't make any noise when you move fast while sneaking (so I guess that muffled mods become redundant this way). Just like Aerodynamic, Stabilized, and Weighted are arm only mods. You'll not see them on leg pieces. You'd think they could have gotten it right with Muffled since they did with the other three.
